The committee considered a Conservative motion to order the production of unredacted copies of all contracts, memoranda of understanding, or other agreements between the Government of Canada and Stellantis or related companies, dating back to November 4, 2015, concerning the Brampton Assembly Plant. The mover argued that taxpayers had provided over $10 billion in subsidies to Stellantis, yet the company recently announced the elimination of over 3,000 Canadian jobs, and that the committee needed to see the full contracts to determine whether job protections were negotiated.

Liberal members moved an amendment to allow the government to redact the documents to protect cabinet confidences, privacy, and sensitive commercial interests. They argued that releasing unredacted contracts would damage Canada’s reputation for protecting commercially sensitive information and harm future foreign direct investment. Conservative members opposed the amendment, stating it would allow the government to withhold key information from the committee.

The Bloc Québécois member moved a subamendment proposing that redactions be made by the House of Commons law clerk rather than by the government. The Conservative member then proposed a further subamendment: that departments suggest redactions in writing alongside the unredacted documents, and that the committee review those suggestions in camera with the parliamentary law clerk. The committee agreed to this approach, with the additional understanding that documents would be distributed only to members’ secure parliamentary email accounts. The committee did not finalize the motion or set a date for the in camera review.
