Public Safety and National Security

The committee met in an extraordinary summer session to consider a Conservative motion to study Canada's security screening processes, prompted by the July 2026 arrest in Belgium of Biwei Zhang, a Canadian former federal employee accused of espionage while interning at NATO headquarters. The motion called for a study of at least six meetings, with a witness list including the Minister of Public Safety, the CSIS director, the RCMP commissioner, the national security and intelligence adviser, and the foreign influence transparency commissioner, with the study to begin within ten days.

Conservative members spoke in favour, arguing that the case raised serious questions about how individuals with security clearances could commit espionage, citing past incidents, and that the committee had a duty to examine systemic failures to protect allied intelligence and restore public and allied confidence. One member noted the particular sensitivity for the Chinese-Canadian community, stressing that oversight failures, not entire communities, should be held accountable.

A Liberal amendment proposed reducing the study to three meetings, removing the fixed witness list and the ten-day start deadline, and leaving scheduling and witness selection to the chair and vice-chairs. The Bloc Québécois supported the reduction to three meetings but insisted the Minister of Public Safety remain a witness and that the study not delay other committee reports. In response, the Conservatives moved a subamendment to restore the minister's appearance and the "any other witnesses" clause, while changing the start date to "on a priority basis on the return of the House."

The subamendment was accepted by the committee, and the amended motion was adopted. The committee agreed to a three-meeting study of security screening processes, with the Minister of Public Safety to appear and other witnesses to be determined by the committee, to begin on a priority basis when the House returns. The specific case of Ms. Zhang was not to be the focus, given ongoing proceedings.
